Is this suitable for a domestic driveway?

It can be used, but it is usually more cover than most domestic sites require. B125 covers are often sufficient for standard driveways.

Is this recessed for paving or slabs?

No. This is a solid top visible lid. If you need a concealed finish, choose a recessed manhole cover.
